Sanitary Sewer Service Line Replacement or Lining & Overhead Plumbing in Basements  

On February 20, 2003 , the City Council approved an ordinance establishing new requirements pertaining to single family residences and duplexes. These regulations were adopted by the City Council in response to the flooding that occurred in the community in Fall 2001. A summary of the new requirements is provided below.

Sanitary Sewer Service Line Replacement or Lining

Certification from a licensed professional engineer or a licensed plumber must be submitted along with any application for demolition, significant expansion, or reconstruction of existing homes to document the condition of the existing sanitary sewer service line. The certification should include any supporting documentation including videos of televised lines. 

If the line is found to be in unsatisfactory condition, the service line must be replaced in conjunction with the construction project. Final inspections or certificates of occupancy cannot be granted until the replacement is complete. If appropriate, the Community Development Department may authorize lining of the sanitary sewer service line in lieu of replacement.    

Overhead Plumbing in Basements

Overhead plumbing is required for all new construction. Any fixtures below grade, including floor drains, must discharge into an ejector pit and be pumped in the elevated sanitary main drain or stack.

Overhead plumbing is also required as part any project where structural alterations to an existing house are equal to or more than 25% of the value of the structure prior to the project.    

In situations where it is demonstrated that due to topography or utility locations overhead sewers will not serve to meet the intent of reducing the incidence of basement flooding, the requirement may be waived and the property owner required to sign an acknowledgement of the risks of gravity drainage.
