Water Plant Improvement Project
The Water Plant Improvement Project includes the
installation of a state of the art membrane filtration
system (the first water plant to have such technology in
Illinois), the replacement of both high lift and low lift
pumps, the installation of electrical switch gear, and a new
back-up power supply. On July 18, 2002, the Lake Forest City Council awarded the
Water Plant Improvement Project to J. J. Henderson, Gurnee,
Illinois, in the amount of $19,685,000. The project is anticipated to be
completed and fully operational by August 1, 2004.

Owner's Representative
The Lake Forest City Council has awarded a contract to
Project Management Advisors
to provide Owner's Representative services for both the
water plant and water main projects. The Owner's
Representative will oversee both the general contractors and
construction engineers on both projects and act as a staff
liaison. The Owner's Representative will also work
with immediate neighbors of both projects to ensure as
minimal disruption as possible.
Project Management Advisors will be utilizing the
services of Jim Johnson, P.E., recent Director of Public
Works and City Engineer in Highland Park. Jim, a Lake Forest
resident, has had significant experience in projects that
are similar to both the water pant and water main
improvement. More information will follow on how you may
